On 21st July 2008 the International Telecommunication Union (ITU), United Kingdom Telecommunications Academy (UKTA) and the Open University of Tanzania (OUT) signed a Memorandum of Understanding (MoU) to facilitate the transfer of knowledge of ICT Regulation from the United Kingdom to Africa.

The ITU-UKTA-OUT (Open University of Tanzania) MoU on ‘knowledge transfer’ is now active and the first programme an e-LLM, commenced with the Chairman of the UKTA Prof David Mellor OBE providing a Seminar from 2^nd to 5th February 2009.
